WHO changed the case definition for COVID to a symptom based definition, which inflated the case rate 10 to 16 times over the definition used since the history of modern medicine. And the true death rate? In the US, the death rate was changed not by doctors for COVID, but by the NIH and accepted by the CDC, to claim that any death in which COVID was involved in any way was a COVID death.
