Before we can answer your question, we need to unpack the loaded words you used. If marginalization is about a power dynamic, why do you use "those who succeed" to describe the target of blame rather than "those who have power?" Moreover, why require living people to be the target when complex systems and historical events could be? Finally, if blame is about assigning guilt for some harm, that implies an argument of some sort. The way the question is currently written, the obvious answer is "when they have valid evidence." But certainly you were looking to have a deeper discussion. Unless your assumption is that such blame is never justified, but then that would make it a rhetorical question. Side note: Alternatively, one could argue that it's always fair for someone to air such grievances, valid or not, using their right of free speech.

Moreover, a person who is transgender may or may not want being transgender to be part of their identity--they might just want to be accepted as they see themselves. They've been doing it since 2008 with no trouble. The entire developed world is suffering from stagnation due to an aging population. The US has suffered less because of immigration and superpower status (diverse economy, powerful military, and reserve currency). Quantitative easing and fiscal policy have stimulated some demand, warding off stagnation, and if anything have protected us from deflation like Japan has suffered from. I wouldn't be worried about stagflation, especially in the absence of a supply shock in raw materials (not money). The coronavirus pandemic and OPEC policy are causing a decrease in demand at the same time that there is an increase in supply. Deficit spending remains low as a percentage of GDP, taxes remain low, and QE doesn't really get money into the real economy. Banks still need to make loans and employers still need to raise wages. If there is to be a real direct stimulus in the short-term, it's likely to pass through to grocery stores and landlords rather than generate any serious demand.
