People from O/S who do not speak English or whose English is poor are handled and supported due to their financing of Universities and in particular the Administration therein who receive large monetary benefits to the extent that they all pass courses even if they never attend classes. Cheating, lowering of standards etc are all widespread. Don't take my word for it...
