are you saying that a Canadian citizen should not be of a higher priority (to Canada in this instance) than non-citizens?
I believe every country on earth would prioritize a legal citizen above non-citizens universally - as it should be IMHO

No, not if they are hostiles.

@pegidacanada I certainly agree on that note. Any "citizen" who took up arms with an enemy of their own country should be subject to arrest and conviction for treason should they ever return to their home country.
