@Neo-Tech soo many words wasted, since you didn't answer my question. Evading answering huh. You mean land that is privately owned? Yes and no. There are still rules that need to be followed. Mineral rights are owned by the government. In fact people are more free with land that is rented than owned. Cause maintainence is the owners responsibility usually.
