Stealing a cop car would be a suicide mission. All vehicles are equipped with GPS tracking, the city is flooded with police, riot squad and army/MP - and they're itching for a gun fight. I can't imagine someone who has stolen a cop car making even a mile out... but I guess for those who are contemplating suicide, it might be an option
