If you where the leader of a group of one hundred people and thirteen of them caused half the crime for the group. You have already given the thirteen people money, education, housing. You have set up programs that discriminate against the other eighty-seven people to give the thirteen people a better chance of raising themselves out of this pattern of crime. What would you do as a leader to remedy the problem?

Let some illegal aliens in, then those scofflaws will overcome cultural and language barriers, and they keep their barrios clean respectively and then they start outperforming the 13 entitled ones who benefited by this social engineering.
The scofflaws will accelerate in earning money, education achievement, material possession, and they will leave the indigenous aboriginals 13 in their own shithole they created themselves.
Then they (the 13) will blame the 87 for it by enabling it now, but by then there will only be 8 or 9 left of the original 13 because they will have killed each other over petty bullshit, just like the too many rats in a cage experiment.
If it were me as Fearless Leader, I would start exporting the criminal element to Liberia on a one way ticket, and reimburse the cost to that government what it would fractionally cost to keep the incorrigible in prison here.
And it doesn't mean that government has to be responsible for the upkeep of that individual either, just looks good on the image for the MSM cover story.
