It's a moral panic. Moral panics are characterized by by small problems, in this case 13 percent of the population, becoming the central focus of society. Moral panics often also involve projection, as in during the satanic panic child abuse being projected on to Satanists. In reality child abuse was mostly a problem of the nice couple next door, the priest, coach, and teacher.

The relationship between IQ, testosterone and crime is something people cannot deal with. Much as they couldn't deal with ordinary people being sex offenders during the satanic panic. They are literally now tearing up cities looking for white supremacists the way they dug up cities looking for satanic child abusers.

If instincts were compatible with the needs of civilization moral panics would be less frequent. In this case civilization demands cooperation between racial groups. When that cooperation proves impossible they do not blame instincts they are unconscious of but project onto a burning man. The burning man can be Witches, Jews, or white supremacists. Things that they can comprehend within the framework of culture. We don't think because we have brains but because we have culture.

Culture is entirely abstract. The ape who made the first stone tool had to have an abstract picture of a tool to make a tool. As it turned out it was a run away evolutionary process. Tools allowed the evolution of bigger brains which allowed for more abstraction.

The cost is for culture to be completely disconnected from physical reality. Culture is not restrained the way physical evolution is. Fantasy becomes as real as IQ and testosterone. The utility of abstractions such as money should not be under estimated but an artificial environment for selection must be created to restrain the abstract. In this case the abstraction of freewill, agency and dignity. Concepts are current intellectual class have rejected in favor of a more simplistic view based on determinism.
