The public official was corrupt, and was currently in office. Once he was removed, that was over. Everyone from the State Department to our allies in the EU were working together on that. The effort pre-dated Biden's visit.
Trump was going against our public policy and sending in his personal lawyer to work around our official policies, and firing ambassadors who knew too much or would not play ball. He was trying to corrupt our elections, not clean up Ukraine.
Trump has never fought corruption in his life. Unless he was fighting FOR it.
