The relationships are complex are are somewhat dependent on the level of luxus but the decline can be seen in the neglect of foundational infrastructure. Water works, transportation and agriculture are often key places to look for social disruption. Civilizations are literally built form the ground up. Over the last 6 decades the infrastructure of the US has been allowed to decay. Many water lines and sewers are a 100 years old and failing. The transportations systems once the envy of the world are falling apart or being abandoned. Agriculture is slowly being outsource to places like Mexico why the government props up corn as a fuel additive. Other forms of infrastructure such as defense and law enforcement are no longer priorities. At the same time the people that have gotten richer are those engaged in what might be called abstract assets. The banksters and wallstreet, Silicon Valley and it's intellectual properties, Entertainment, universities, etc. A good deal of those riches come at the expensive labor as pollution and slave labor is exported to China which of course makes those that work in abstract assets even richer. The result has been the Rust belt and the decline of the fly over country. The point is that not all wealth creation raises all boats or the society that enabled it. The devil is in the details.
