To correct for the ‘arbitrary’ nature of statutes governing limitation(s) on prosecution(s), it would be a good idea for Congress to legislate a bill mandating that no statute, within the jurisdiction of these United States, concerning time limitation(s) on initiating prosecution not start running before the relative action(s) are discovered.
Such statutes of limitation(s) are wrongly being used as escape justice clauses instead of whatever purpose(s) they initially had..
