It doesn't take very many people to cause hoarding like that. One person in a neighborhood of a few thousand people can cause what we have seen. And the second person hoards when the shelves are re-stocked, and a maybe a third the following week. Shelves in our area are mostly recovered because those folks have a years supply and aren't coming back, and the rest of us aren't hoarding.

And it doesn't take very many screaming at full pitch for representatives to start responding with draconian measures. While the rest of us are thinking "Well, the numbers keep coming down, and this really doesn't look much different than what happens every year without everyone getting their knickers in a twist," all of a sudden everything shuts down.
