This picture looks very much to me that all of China was vaccinated for the Wuhan Bat Flu before it was turned loose on the country. Wuhan (Province of Hubei) was probably left unprotected as an experiment.

@WayneHawthorne. As a biological weapon its a very ineffective one. The mortality rate continues to slide down toward the flu, and aside from killing our infirm - as severe flu does every few years anyway, it is not very remarkable. 80,000 people died in the US in 2018 just from the flu, and we didn't shut the country down. We're at half that level now with COVID-19, and signs of the peak in sight. The CDC reported more than 2 million dead in the US last year from all causes except suicide and we didn't shut down the nation. You can already see that in the data.
The first victim of the Wuhan Bat Flu, was the truth. The next victims were victims of false fear starting with a ridiculous toilet paper buying panic. Bigger, more exciting things are coming, if we can take Q-anon at his word, don't you think?
I like your first statement that the truth was the first casualty, and from that arose panic in the more easily spooked part of our country. About your last point, I have visited the Q-Anon site and think they (he) have or (has) slipped from excellent reason just a bit into conspiracy theory, where I could not comfortably follow.
