I've always been in favor of letting fools fry their brains if that is what they want -- with one condition: anything they do while under influence is considered deliberate. No "I wasn't in my right mind." BS. In similar manner, if someone is driving while drunk and they kill someone, that is 1st degree murder. No extenuating circumstances. You decided to get high and entered into a dangerous situation -- your problem with the consequences.

Interesting - it will be an interesting experiment if given enough time to observe and to provide conclusive evidence of the good vs bad efficacy of the policy change.
