The college is not a private institution. It is the regulatory arm of the government that licenses psychologists. One cannot practice clinical psychology in Canada without a license. Moreover, psychologists are not employees of the college, nor do they “represent” the college. The college has no authority to regulate the speech of its members; its attempt to do so here is entirely improper, and I might add tyrannical.

It is saying that publicly speaking out in opposition of its guidelines is a violation of its licensing, so either stop or have your license revoked. No different than certification boards in the US, like having a license to practice medicine or law. You wouldn't want a lawyer clearly engaging in unethical behavior to continue to be able to practice law with full backing of the regulator agency. Same with doctors of any specialization - would you want a board certified psychiatrist to be able to lock you in a mental institution because you believe in a god?
