The poll is poorly worded and geared to steer the answer toward supporting the opinion of the writer of the poll. It is clear that this child that was raped was a victim. She was a victim of the rapist. It is also clear that the child she carries is a potential victim. Although this is the type of case (such a minuscule fraction of a percentage that it shouldn't be part of the conversation of abortion), it is the argument that is frequently brought up when asked if abortion should be supported by the taxpayer regardless of their beliefs on the subject.
