This seems shocking, but quite frankly, it shouldn't be. The best way to deflect guilt from yourself is to accuse the opponent of doing what you are guilty of, do it loudly, and do it repeatedly. The Evil Empire is falling and I've a feeling things will come to a head very soon.

Crooked Hillary colluded with the Russians to try and influence the election then instigated an investigation against Trump to try to deflect attention from her. I hope it bites her on the ass.
