I was hoping to find more of a shitstorm to jump into in the comments... I am disappoint.

In true socialistic political form this phrase is vague and subjective. It is arbitrary. "A decent living" means vastly different things to different people.
FDR was a member of the elite - a member of the so called leisure class and he was a Socialist. In order to amass and consolidate political power he imbued the "huddled masses" with a false sense of entitlement.
FDRs socialist economic policies only prolonged the great depression and by extension he prolonged the suffering of the "working class".
Of course being a member of the leisure class himself FDR and all his good and "well meaning" friends were immune to the privation experienced of the working class.
