Pretty sure every American has a vaccination record and that they've already had to share it, e.g. when attending schools and universities.

Looks like the major exception to HIPPA seems to be schools. Not see much else. Might be a tough thing to enforce though on a broader scale. Still reading though.
I believe you are right. This sounds like a HIPPA violation.

Psychiatrists flagrantly violate HIPPA laws, and there is no enforcement.
The world of psychiatry is corrupt.
In general, leftists infiltrate whatever they can. They have surely infiltrated the HIPPA enforcement apparatus and have crippled it.
