If this were case, then based on the math, each black vote would represent 50% of the vote of any other person who can vote. Before the 15th Amendment, that number was 60%. That looks like a step back as far as I can see.

LET ME BE CLEAR
I am not advocating, approving, showing approval for or agreeing with the 3/5 clause of the Constitution. I fully support the one person one vote idea in regards to race as positive and necessary.

I feel that's a bit of an insult to black voters. To say they need to have their votes counted twice is basically saying they aren't good enough to get the job done w/o help, that they can't overcome whatever the issue is just by pure force of will. I don't believe that. I believe that a black vote is as valuable as any other persons vote.
