In either case the victim is called to love his enemy, the transgressor. In the case of a murder, the victim, obviously, can not ask the Law to withhold righteous judgment, or to stay the avenger. Justice would require the transgressor, the murderer, to be executed. God will sort it out. The family members then, of course, will be required to deal with the reality of why God allowed it...and, will need to deal with possible anger and bitterness at Him.
