The US Const says that votes leading to certification of Electors must be in accordance with state laws approved ONLY by state legislatures -- not governors. So, in every swing state where a gov'na did some sort of Exec Order changing how votes are counted/harvested/etc and did not run those changes back thru the state legislature and get approval -- those votes from that state are invalid in choosing Electors. They can be done for state and local politicos, but not the Pres/Veep. Want a painful re-run to a fix? Recount in a test state where all votes not in accordance with the US Const are eliminated-- e.g., only votes tallied by showing up in a voting booth on the day of the vote are counted. This is do-able since mailing ballots look different. Throw them out. Could this be done? Of course. Wanna guess who would win the Electors? THAT is why it will not be allowed.

This was 30+ years ago, way before laser levels. Spoke to a dude who installed pools. Easy peasy. Lay a hose across the area you want to ensure is level, or lay it around. In any case the open ends need to be near the "overThar and over here" spots. Fill hose with water. If level in mouths of hose are same at both ends, they are level.
