Otherwise forced to go on leave without pay. All workers - health care staff, clerical, site maintenance, even temp contractors. Even if you work from home.

Well if death or crippling happened to 100%, people would quickly turn away from the covid jab and refuse it. So I figure letting a good amount survive (at least the first couple of rounds) would increase the amount who would think its safe. And if it really is nano tech that could be switched on and off wirelessly via high frequency, that would make it easier to kill off populations by area till they have their right quota, or perhaps even by genetic predisposition. Like you said - they still need workers. So if they could control birthrate and deaths in certain areas, they could easily always maintain a population that could serve them, but powerless to stop them.
