I am reminded of that recurring theme in the Book of Judges, "In those days there was no king in Israel and every man did what was right in his own eyes." I take this to be the perfect model of governance for humanity, however it requires two things in order to function. 1) The society at large must be moral and ethical in their treatment of each other and the strangers among them, and 2) each person must be willing to do what is right no matter the personal consequences. In any modern society this has become impossible because most people have double, triple or more standards of behavior, one for themselves and the rest for others. And the standards shift faster than sand in a kamsin.
