Russia was strange case, they never really achieved "Affluence" but they did suffer a huge demographic decline, and hate Putin if you want but he loves his Russians and he reversed it, he even paid people to have babies.

The only way I could see the birthrate increasing is spending more money on a Mormon Church in White states like Maine, Vermont, and New Hampshire. If you look at the 2 states where Mormons are a majority of the population Utah and Idaho the birthrates are fine. It has to be a religious thing.
