What happened at Kent State is nothing like the scenario you describe in Philippines. NO ONE gave the National Guard orders to shoot. It was a gross miscalculation on the part of the Governor (NOT the POTUS) to put those young inexperienced National Guard men on that campus with live ammunition. One of the Guardsmen panicked and - we all know what happened.
The two incidents are NOT comparable at all nor do they correlate with one another.
CSNYs song "Ohio" was written and sung by counter culture hippies for hippies to use for inflaming their emotions about not only Vietnam but really they just did NOT want to - no, thats not right...they violently refused to comply with the general societal rules...you know, obey the law, don't fuck on the grass in the college square, get your degree get a job get married have kids of your own...
Kent state protesters were a lot like college students today...too much time on their hands and far too much discretionary money on their hands before they were mature enough to know what to do with themselves.

It's governors of states that going far beyond the guidelines fo the federal government some have already ask for help from the national guard.

So, what happened to the Kent State governor, James Rhodes - didn't he receive a commendation and corresponding pay increase? He certainly didn't go to prison, even a manslaughter charge. That's why people are unhappy today - the system hasn't changed and needs to. I don't know - really? who would hand the Govnr a commendation for the Kent State tragedy? Sounds like a BS story to me. I'll l leave a ling to an interesting article on Rhodes for you. I did not see anything about a commendation and a pay raise. The column does talk about Rhodes popularity in the State. Your comment implies that Rhodes was commended and compensated for the Kent State shootings. NOT TRUE . BTW, the mob that day had already become violent. Throwing rocks at riot police and burning down a building on campus. I believe it was a ROTC building in this case. Student union buildings on college campuses across the nation seemed to be a favorite target for the rioters. Depraved mob that they were. Here the link: [npr.org]

@iThink They had every right to get violent. Their government was forcing 19 year olds into a war that would psychologically scar them for life. Hardly a "depraved mob" when nobody would listen. All people want to see the end of war - it's only the arms manufacturers who profit from them.

Philippines is a "3rd world" country - or very close to it. Duterte is very well known for his brutal enforcement of - I was going to say law but it's really more like whatever polcy Duterte wants at a given moment - Banana republic, shit hole country, 3rd world nation...Philippines is one of those or some combination of the 3.
I don't forsee this policy enacted here in USA nor in Australia nor New Zealand...if there is a violent revolution - you know complete societal breakdown...then there would some of that kind of "enforcement" going on.
