Neighborhood busting by another name. Move in lower income families who take over and change the character of a neighborhood. That forces down the value of the single family home driving them to sell before the market collapses. Then the house is demolished and replaced with two cheaper homes that eventually house an extended family.
This practice was employed back in 70’s I believe. It could only be conceived by a radical religious cult.
Every other community leaves.

As old and jaded as I am I still get very befuddled thinking that so many people fall for all the socialist garbage. With all the failed models we have to learn from in the past century people still think they can make that work.
