Wasfi Tal. He was PM of Jordan from 1965-67. Jordan controlled the West Bank.
Or Zakaria Mohieddin, or Mohamed Sedki Sulayman, both PMs of Egypt in 1966. Egypt controlled the Gaza Strip in 1966.

"Palestine" was always, and officially remains part of Israel. The PLO was established in 1969 to establish a secure Palestine WITHIN Israel.
So one could argue that Golda Meir was Prime Minister of Palestine in 1966.
@TimTuolomne Yeah, the word "Palestine" causes confusion. And no, the West Bank and Gaza are not part of Israel. Israel has never annexed the entire land mass of either. I used "Palestine" in the current sense of the Palestine Authorities territory.
Why are Gaza, which Israel withdrew from in 2005, and the West Bank, not Israeli? The Jordanians lost that ground during the 6 Day War, along with E. Jerusalem, and the Golan heights.
And why leave out the Israeli capture of the Sinai peninsula? Because Jordan can't falsely claim it's 'Palestine'?
If you start a conflict, along with 4 other Muslim/Arab countries as allies, and then lose ground to a force with way inferior logistics, you can't start whining about it after.
I thought Arafat was the first. In 69 - 70?

S. Jordan was not disingenuously renamed "Palestine", until after the surrounding Muslim states, and their allies Pakistan, and Bangladesh, had their asses handed to them on a plate by the IDF, in the Six Day War of '67.
