This is the Florida "Mow down Rioters with Car" Provision
870.07 Affirmative defense in civil action; party convicted of riot.—

(1) In a civil action for damages for personal injury, wrongful death, or property damage, it is an affirmative defense that such action arose from an injury or damage sustained by a participant acting in furtherance of a riot. The affirmative defense authorized by this section shall be established by evidence that the participant has been convicted of a riot or an aggravated riot prohibited under s. 870.01, or by proof of the commission of such crime by a preponderance of the evidence.

(2) In a civil action in which a defendant raises an affirmative defense under this section, the court must, on motion by the defendant, stay the action during the pendency of a criminal action that forms the basis for the defense, unless the court finds that a conviction in the criminal action would not form a valid defense under this section.

As I understand it, if you are convicted of participating in a riot and are injured by someone else, you may not pursue civil action against that person (the court must "stay" the action). Please note, criminal action, such as assault (vehicular assault can be considered assault with a deadly weapon) or homicide, is not included.

Also note, a judge has put a hold on this Florida statute because it is overly vague. Effectively, everyone would wind up being considered a rioter. I think we can all agree that minor trespassing and incidental damage should not raise the situation to "a riot" while significant damage, assaults and arson should be considered riots. I'd also like some definitive guidelines between who is considered an actor versus a spectator.

As for the Police blocking traffic on the Brooklyn Bridge for 2 hours, that does seem to be an illegal act. DeBlasio should have called the cops.

Any time you stop normal people from going on with their lives, getting to work etc, eventually someone will take enough offense to end your life. That's just the Bell curve of possibilities.
