Government has a monopoly on government, and monopolies are bad. We need competition between governments, which means we need more than one independent government. Democrats freak out over this possibility. They want a global government, governed by one party. Republicans want lots of independent governments and no parties. Every voter is his own party.
Once upon a time, college football underwent an apocalyptic "conference realignment".
Let's have "state realignment".
Have each county hold a caucus and decide which state they want to be in.
If a county from state A wants to join state B, state B can vote on whether to accept the county.
Most likely, counties from East Washington, East Oregon, and East California will join Idaho.
For a market to be healthy, both buyers and sellers must have choices. Red states will accept neighboring rural counties and reject neighboring urban counties.
Blue states will find themselves getting no offers from counties in red states. Counties in red states will stay with the red state. Nobody wants to join a blue state.
Leave the big cities behind. Ditch the cities. The only safe states are the ones with no big city. These are Idaho, Montana, North Dakota, South Dakota, Wyoming, and Alaska.
State realignment is a fine piece of gerrymandering. It improves the House of Congress. If rural counties from blue states transplant to red states, then red states gain House seats and blue states lose House seats.
Also implement "city realignment". Have subsections of a doomed city secede from the city and form their own city.
We need counties to have attitude. Every county should appoint a Trump-like person as a speaker and have him conduct rallies. Yay grassroots!

You could start at the beginning with stone tools in human ancestors and how that allowed for the evolution of large brains but let's start with the next technological transformation, agriculture (animal husbandry as a subset thereof).
Agriculture allowed for greater population density and the history of civilization is what followed. Population density is now transforming the last corners of the earth. It is no coincidence that the greatest testament to freedom evolved in the frontier society of North America. It is also not a paradox that it was one of the last places to outlaw slavery. The system of landed nobility that was transferred from Europe was unworkable where free land was available for the taking. A new class of easily identifiable serfs had to be imported. The great reset can be seen as just the latest solution to the problem of freedom.
Population density as a matter of practical necessity restricts freedom. The tighter people are packed together the more the actions of one person affects those around them. It even restricts movement as can be seen in traffic jams. The fewer people the greater the freedom of movement. You can extend this principle to all aspects of life. At some point it even becomes impractical to reproduce and fertility rates plummet. Only those unable to see consequences will have high fertility rates.
The ecological or environmental perspective is not wrong; it is just simplistic in its current manifestation. The people behind the great reset are for lack of a better term simpletons from the perspective of complex chaotic systems. Their attempts to impose order will increase chaos. You can see it in the unintended consequences that plague California. Policies that have produced a failed water system, a failed energy sector, a failed housing sector, a failed education system, a failed law enforcement system, a failed industrial base, a failed political system, a failed environmental system, a falling quality of life.
The proposal in the OP may be a solution to population density but I have to wonder what would be the unintended consequences. Personally I suggest fixing what is broken before embarking on another grand experiment in social engineering. What is right in the original post is that rebuilding community is a key aspect. The elites have got to stop living in castles trying to control the population. In its simplest terms that is why society is failing. The elites have for too long not been subject to the consequences of their incompetence, especially in communist countries..
