The orders from Miller to the DC National Guard for January 6 included in linked article— is a must read. The DC guard were allowed no helmets, no body armor, no weapons. They were not allowed to stop or arrest protesters. Letter orders no interference with rioters

There was zero National Guard presence from 0600 until about 1730 from the Capital to the Elipse... and I can tell you exactly what their kit was when they rolled out of the DCPD bus on Independence Ave. SE... M-4, Balistic helmet, body armor, flex cuffs. Initial contingent I saw was approximately 30 strong headed straight for the south side exits behind a construction area.

National Guard support of the D.C. Metropolitan Police Department for the rally, according to a Pentagon timeline issued Jan. 8. In her letter, Bowser says, “No DCNG personnel shall be armed during this mission, and at no time, will DCNG personnel or assets be engaged in domestic surveillance, searches, or seizures of US persons.”

Limitations were placed on the extent to which troops were to interact with civilians, but a casual search around the web will show numerous photos of troops in full gear. The instructions to the Guard were mean to avoid potential escalation of violence, not neutralize them.
