I'm no fan of the banksters, globalists, and corporatist nor their partners in the "Communist" (actually fascist) Chinese government but we are only human because we cooperate. Life would be short and miserable in a totally laissez faire world. WHO needs reform but don't we all 
Certainly the UN has been creeping towards the authoritarian predisposition of all socialist institutions and is unlikely to reform itself. We see the same tendency towards technocracy in the socialist lite state governments in the U.S. where authoritarian governors and mayors use experts to justify impose unreasonable restrictions in the name of "science". But science is only possible if the foundation of civilization is maintained.
Unfortunately the technocrats and scientists and the politicians that use them are insulated from the very mechanisms that make civilization and there pursuits possible. Because they exist in a social paradigm or prestige culture based on standing in the non essential social enterprises while the deplorable, ignorant masses maintain the unprestigious foundations of civilization their grasp on reality is tenuous. In the current class divide let them eat cake is echoed in let them use green energy or a million other insults to the practical business of building a functional society.
The reform required is a restitution of checks and balances not the complete abolition of dysfunctional institutions. The function of WHO should be one of education not policing or policy formulation. If reform proves impossible then more drastic steps can be taken.
The first step in reforming any bureaucracy is to reduce it's budget forcing efficiency. With that in mind some defunding is the stick that drives the institution to look for a carrot. The problem is that a bureaucracy will use all it's resources to maintain itself not it's reason for being if left to it's own devices.

Its very clear China has corrupted the WHO. China's CCP caused it to catastrophically malfunction in its core role of promoting health, the WHO's new primary role is CCP propagandist.
In the past, before this corruption, the WHO has done many good things.
Is it possible to identify and remove the corrupt individuals? An even more important question is how do you prevent this kind of corruption in the first place.

I think you would need to ditch the entire lot and start fresh. Those that are there but don’t speak are guilty by virtue signalling and doing nothing to stop its spread and Corruption.
