Countries aren't totally stupid; they KNOW this is a weird one.
Other frauds seem to be riding along too, like those inflating numbers.

They are inflating the numbers. One couple in my community had signed up and waited in line for 2 hours then became irritated and left without taking the test. Two days later they received a call and was told they had tested positive. The couple told the caller that they did not take the test, her response; Oh well we will take you off the list.
