If the GOP only has the House (or even if they have the House and the Senate) all they can really do is prevent Biden from getting any laws passed. And, if they fail to achieve a veto-proof majority, then Biden can stop them from getting any of their laws passed. We are at a stalemate, which at least stops some of Biden's agenda. To be sure, though, he will try to do anything he can do with executive orders, whether he has the constitutional authority to do so or not, in which case the Republicans have to be constantly going to court to try to stop him.
