Carbon tax is like money laundering -- it "legally" takes money from you and funnels it past politicos (& their relatives) for skimming. No such law/tax should be allowed, ever, that does not have a "check later and report" clause. In other words, within a set number of months after implementation a report to the public is required on how it worked. If no report is forthcoming or complete the sponsors go to prison until it is.
Frankly, that is the "softly, softly" approach. I'd prefer either up against the wall or heads on sticks time.
