Feel free to reply to any comment by clicking the "Reply" button.While I agree that Joe Biden is losing it, and I thought this video was funny, I think too much is being made of the whole whispering thing. It is a speaking technique not often used, and it clearly didn't go over well, but it was simply intended to emphasize a point. Anyway, there is plenty of evidence of Biden's obvious mental decline without having to overstate something like this.
