That the government separated them into housing for immigrants, and had to make them a "no go zone" after the "Immigrants" rampaged and burned cars for the joy of it for years. Now, The dear cute boy Leader suggests they may be some in the "community" forming a "Counter Society". I think that train left the station years ago! Maybe Centuries ago.
