Don't know about Canada but the USA intelligence agencies changed the backgrounds of people doing experimental mind control work. This has developed into the MK Ultra Mind Control of the CIA, where they abused and tortured children, turning them into sex slaves and agents (like manchurian candidates) for covert operations.
